Lightning to usb-c adapter:
SanDisk 128GB - not enough power, even with power coming from a 10W iPad plug.
USB SD card reader - not enough power, as above
USB card reader - enough power, but can't read the card
Belkin USB-C Ethernet adapter - not enough power (slightly off topic but tried as a test anyway)
Random USB flash drive - not enough power.
Minix USB-C hub + 100W power brick from a MacBook Pro - no power problem, still can't read SD cards though (FAT formatted). Not exactly useful for randomly popping a drive in, but works.
Tests on an iPhone Xs Max and first gen 10.5" iPad Pro
I think you might get better results if you used the lightning usb 3 camera kit with power plugged in over the lightning to usbc cable. Actually, you said adaptor, what adaptor were you using?

I haven't had any issues with USB Flash Drives or Portable Hard Drives & SSD's using the Camera Kit adapter on my iPad Pro 10.5. All I have to do is make sure it's plugged into power. Maybe try formatting your drives to HFS+, all my drives are formatted that way. APFS is not supported yet... Maybe it can't read FAT format either...
So it definitely doesn't support APFS drives, let alone encrypted ones. What about encrypted HFS+?

My iPad Pro can see my SD card in the Files app, but it can’t move or copy any files from it (“Couldn’t communicate with a helper application”). Plugging in the SD card with Photos open brings up the Import screen, but no files are shown and it eventually crashes. When I try to import through Lightroom by adding photos from Files, the SD card doesn’t show up in the sidebar. Is anyone else seeing this behavior?

I tried adding them to Apple Music through the iPad and found it is not possible. It is not piracy. I am an Apple Music subscriber so I am paying for the service but there are some songs that are unavailable which I own. If Apple has such a big stance against piracy then they would disallow me to do this via iTunes/Music app. The reason is the iPad is limited and will most likely never replace the functions and abilities of a full computer. On an iPad, Apple nudges users towards their ecosystem for apps and media, whereas a computer you have all sorts of different options.Given Apple’s fierce stance against piracy, I dont see this coming.
