Yes it can, if you have space for ProRes HQ.
I purchased an M4 iPad Pro. There was no way to turn on Apple Log in any of the ProRes options. I called Apple and had a lengthy discussion. They also could not turn on Apple Log. Apple went back to higher support level and the final result was camera in the iPad Pro could not be used to record using Apple Log. Somehow the camera (and Apple Support conjured) in the iPad is different than in the iPhone 15 Pro that can be used to record in Apple Log.

Apologies — you're right. You can edit ProRes on an iPad, but oddly can't record in it.
 
I think that Tim had some extra cameras lying around from a previous generation and stuck them in the M4 iPad Pro. Such a shame to have all that processing power and then not give it a top camera. I returned mine.
