All I can tell you is that it does.
In fact, I was just booting and running from a drive connected to my "powered off" drive this afternoon. Worked fine.

Mac firewire port ---> drive that is off ---> drive that is running on firewire.
It works.
Is the first drive of the daisy chain unplugged [with the firewire cable out of the port] or ejected [with the connecting cable to the Mac Mini still on]?
