got my 14700k up and running. takes a bit of a performance hit running macOS but compares pretty respectably to the m3

I'd surely hope that Intel's power-hungry desktop with 20 cores would "compare respectably" with an Apple 14-core mobile CPU.

So why can’t Apple make a desktop cpu?

And why are they selling a “Mac Pro” with a mobile cpu.

That you have to ask their marketing department. I am as confused as you. If the next Mac Pro does not come with higher clocks and a Quad-Max configuration, I don't see much point in the product either.

If we compare to Intel’s desktop CPUs, they do.

A “mobile” CPU that punches with “desktop” CPUs

I was responding to someone pointing out how well apple's mobile CPU’s are able to keep up with intel’s desktop CPU’s

So my question is, why doesn’t Apple make an actual desktop CPU and overtake intel performance wise

they don't need to do anything, but why not add a little bit of power and leave intel in the dust rather than keeping pace

or even more to the point, why not differentiate the lineup instead of selling a tower that is pretty much the same performance as a cube or even a laptop

is it that they only care about power efficiency and won't add any power, or that they've hit some sort of wall that more power won't overcome?
