I would think this depends on advertising and local rights for streaming.
Downloaded movies show ads 🤔? If so, then that makes sense for ad-supported tiers, but not ad-free tiers. Also the app should make clear how often the app needs to be launched with internet access in order to have access to downloads (if it doesn’t already).
Requiring intermittent internet access due to concern for local rights for streaming makes sense (of course we’re talking downloaded streaming movies, not downloaded purchased movies—anyway so far it seems apps with purchased movies always load, except maybe Prime 🤔). Bummer, but makes sense. But again, the app should make things clear so that one can plan their travels.

That is DRM for you. Every stream or download is encrypted and need a key, that is located on a server or local. The key can be local but depending on location, type of media etc it needs a server lookup.

Ps. I am with you on that it is a headache.

Yeah definitely was unexpected. I can understand expiration on the DRM side for downloaded content but for Paramount+ at least it was a hard stop refused to launch (just would freeze at the logo screen if I recall). I've had other instances in the past where a month plus after a trip my downloaded content in an app (I don't quite remember which one) would expire and require refreshing - that's fine by me.
