Yes to both. I didn't even realize it did it until it popped up on my screen the first time.
Interesting I did not know that Handoff even shows charging notifications on your Macs if you have Apple Watches used for sleep tracking. Anyone with an iPad they use Handoff and same iCloud account as their iPhone, get these notifications as well?

So yeah, can also confirm that this isn't fixed in WatchOS 11.0.1.

This feature requires Apple Watch wearers to wear their watch to sleep every night, and you need to turn on tracking on the Sleep app on. It is a useful feature not just to remind you to put your Watch on once it is fully charged before bed, but can also prevent overcharging your watch.

I get notifications on charging my Apple Watch all the way to full since I had my watch regardless if it’s a beta or not, with respect to updating my iPhone to the latest version. I have A gold stainless steel Apple Watch Series 6 on 11.1 beta 2 and iPhone XR on iOS 18.1 beta 5.
I don't wear my watch to bed. I put it on the charger when I go to sleep and when I wake up the notification is on my phones Lock Screen.

I stopped getting the fully charged notification when I upgraded my watchOS to 11. I do get the notification to charge my watch before bed for sleep tracking if it’s under 30%.

You might have to unpair and re-pair your watch to fix the issue. Not sure how important the notification is to you. If it isn't important and everything else works fine you might just leave it. I just had to do it to fix the new check in feature. It wasn't working for me after upgrading to OS11. After trying everything to fix it, I finally decided to use the nuclear option. Actually fixed it and a couple other little quirks I was having from the last OS.

I did the unpair and re-pair and still the notification doesn’t pop up anymore. I just look at the battery percentage on my LockScreen now.
