You may be right. But at this point, I don't see the point of rushing into iOS4 for multitasking when most of the apps don't support it. I couldn't have said it better than this article below. This is why Apple is taking their time to update the iPads to iOS4.

I understand the distinction between multitasking ala MacOS X and that on the iPhone. The iOS4 form of it, as it stands now, will still make the iPad experience much better. It has only taken me a little time with the iPhone to realize that. Apps will be updated pretty quickly once it's available because of the heated competition in that market space.

The point to multitasking in iOS 4 is pretty straightforward to me...

Some applications like Pandora and Evernote run in the background only when playing music or uploading files. When they are not doing either they are in a frozen state, not consuming any resources or battery life.

So you don't need to close any of the frozen state applications, ever. My battery life has not decreased at all with this new update, nor has performance.

I get what you mean. It's really annoying to use your phone, and then have to close the Apps twice. And they run down my battery!! I'm not used to having to close 2 times.

You don't have to do this. It's not wasting your battery in the way you're thinking.

You don't have to do this. Really. Unless you're streaming Pandora with the volume on zero, none of your "background" app are actually doing anything, save for mail (fetch/push). They can't.
