I just checked and I also don’t have the option on my iPhone 11 Pro.
This article shows how to turn it on, but I don’t even have the theme option in settings despite being on a newer version of the app than the screenshot in the article.
There's a jailbreak tweak for Gmail for "dark mode". Is there a chance the OP's iPhone 7 acquaintance was jailbroken?
Does Outlook have push support for Gmail accounts? I switched to using the Gmail app a few years ago when the default iOS mail app stopped supporting push for Gmail.The Gmail app is laughable in terms of feature support. I signed up for Google betas ages in the hope I’d get dark mode that way, but nope.
I use Outlook mostly, hats off to MS, proper iOS support, does everything you’d expect from an iOS app and does all the screen stuff on iPad. I have Gmail as a fall back though, Outlook seems to have a recurring bug related to sending attachments that’s never been resolved.

Following worked for me.
1. I switched off dark mode on my iPhone 11 Pro
2. Removed all my Email Accounts from Gmail App.
3. Force Quit the App.
4. Open Gmail App again and setup/sign in with the newest account.
5. Force Quit the App aagain.
6. Switch on the iOS Dark Mode
7. Open Gmail App and it worked for me.

Numerous users have reported success with switching accounts and getting dark mode enabled, and we’ve tested this ourselves and it works — again, provided you have access to an account that has already been enabled for dark mode. The trick is to make sure that the “dark mode” account is the only one enabled on your device when launching the app.
If the selected account has been enabled for Gmail’s new dark mode, the app should launch in dark mode. If not, repeat the above steps with a different account selected. If dark mode hasn’t yet been enabled for any of your accounts, and you’re desperate to have it, some users have also reported success getting it by setting up a new Gmail account.
- Open the Gmail app on your iPhone or iPad
- Tap on your picture in the top-right corner to bring up your list of accounts.
- Tap Manage accounts on this device.
- Switch off all of your accounts except for one.
- Tap Done.
- Force-quit the Gmail app.
- Wait about five seconds to make sure the app is fully closed.
- Enable Dark Mode on your iPhone or iPad if it’s not already.
- Launch the Gmail app.
That probably does have something to do with it. My account isn’t as old as yours, but I have had it for almost 10 years.Given this feature still being absent, I am under the impression that this is dependant on your Gmail account? Mine is one of the first ones to be signed up during beta stages, way back in the day.
