maps.google.com never works for me on the iPad - whether I'm using Safari or another browser.

It should. I don't have issues with mine. Before Google released an app I used there web app quite a bit on my iPhone/iPad.

I tried to use Google Maps in Safari before the app and it was buggy as ****, I could never make it work properly. In fact the new Google Maps app isn't exactly much better in all honesty. It looks better but I wouldn't rely on it because it's still very buggy.

From what I've been reading, everyone who has a current Google account will be fine using exchange to sync with Google. It's only new accounts that will miss out on EAS.

Google have already paid for us to use it so we're already licenced.

So it doesn't matter if I buy a new WP8 phone and setup my existing email account?

It does sadly. I posted another reply once looking into it a bit more afterwards. From the end of January, we won't be able to set up any new devices with Exchange Active sync from Google any more.. :(

I never really had a problem with either in iOS! Maybe an issue with your device?
