In fairness to Samsung, for all the crap we give them, they're the trailblazers of Android, not Google. Nexus's get features slowly, which I consider a concern Google is taking things away from the OEMs.
If Google can convince OEMs to migrate their skins/launchers and services to the Play Store this could be a win-win for everybody. One of the things I loved about the 2014 Moto X was that the Moto apps could be updated/improved via the Play Store instead of waiting for a full system update. The Moto apps were still proprietary to Moto devices (i.e. Samsung owners couldn't get them) and Motorola had greater control and easier ability to improve user experience via Play Store updates. That's how I'd pitch this to Samsung and the other OEMs.
