No, you cannot alter IMEI and international mobile device network identifiers even if the device is legally yours. There's safety and security reasons behind it and much more that I rather not get into cause you dont seem to get it or dont want to get it.

The imei number is one avenue that protects the phone.

As per the networks blacklisting phones via this method if lost or stolen.

Hence Circumventing this via attempting to change the imei number is illegal.

There is a victim out there without their device. It is not a matter of being an "angel" but doing the right, ethical, moral and legal thing. In this case reporting the device to the police and cooperate as much as possible.

But be sure to have a lawyer (solicator in the UK) with you. Not sure about UK standards but in the USA it is just prudent to protect yourself even when you are not guilty.

Back in the mid-1980's I purchased photographic equipment from a man who worked as a photographer at the same state agency my wife did. When he turned in an inventory she recognized some of the items. Handed me the list with serial numbers and yes, they matched.

We reported it quickly, cooperated with the investigators and I lost over $800 (lot of money in those days) of equipment. He had assured me he was selling from his own collection of equipment but it turns out he had been selling state property.
