I don't use Photos ... hardly ever.

But... could you try this?
1. Select the pic you want to move by clicking on it ONE time.
2. Type "command-C" (for "copy")
3. Now, let go of the pic and move to the other library or folder you wish to copy TO.
4. Click anywhere within that library, and then type "command-V" (for paste).

Does this work?
If it does, and the photo is copied into the other folder, you may now have to "go back to" the first folder, and delete that copy of the pic...
This doesn't work for what we're trying to do. We're trying to rearrange the photos inside the same album. I think my previous example with Finder explains it best since most are probably more familiar with how that works.

Here's a video... Imagine that the Finder window is Photos, and the folders are the images. Notice how it starts auto scrolling the window when I drag the folder to the top of the window. It used to do this when dragging images around in Photos, but not anymore.

Yes you are correct - an album / play list / with many photos (more than fit in the window) will not scroll with drag and drop in Montrerey

FWIW - I submitted a bug report on the beta feedback
Thank you for your help. I need to find another photo app.

Have found a workable solution to broken macOS Photos image movement. Used my iPad Pro 11/14.6 to organize. Moving is unlimited in iOS.

But Key Words does not maintain manually sorted order. back and forth between iS and macOS. What a crap application.

I've also submitted feedback about this. I didn't notice that it wasn't working in Big Sur because I always sort my albums by date.

UPDATE UPDATE UPDATE: Have found a solution to Photos App being broken in all systems after Mojave (Broken=Unable to drag album images beyond the computer screen). I discovered that if I keep my photos in the iCloud and Optimize my iMac photo storage, all I have to do is replace the latest Photos App with a Mojave 10.14.6 Photos App. It works beautifully in Monterey. There does not seem to be any issues yet. The Mojave Photo App picks up all albums, videos, etc, because everything is in the iCloud. It's great. Forget Apple feedback for this issue.

I have also discovered that if movement inside albums becomes "wonky!", to immediately quit the app, then restart the app holding Option+Apple. If that does not cure the weird behavior inside an album, to make a new album and drag your old album contents into the new, then delete the old completely.
