This doesn't work for what we're trying to do. We're trying to rearrange the photos inside the same album. I think my previous example with Finder explains it best since most are probably more familiar with how that works.OP:
I don't use Photos ... hardly ever.
But... could you try this?
1. Select the pic you want to move by clicking on it ONE time.
2. Type "command-C" (for "copy")
3. Now, let go of the pic and move to the other library or folder you wish to copy TO.
4. Click anywhere within that library, and then type "command-V" (for paste).
Does this work?
If it does, and the photo is copied into the other folder, you may now have to "go back to" the first folder, and delete that copy of the pic...
Here's a video... Imagine that the Finder window is Photos, and the folders are the images. Notice how it starts auto scrolling the window when I drag the folder to the top of the window. It used to do this when dragging images around in Photos, but not anymore.
