Can the HDMI port on the new 14 inch be used as a input, like from a digital camera for iMovie or FCP?
 
No.

When was the last time a Mac came with video input? Power Mac 8600? That was s-video or composite video.
I remember FireWire was an input option.
What do digital cameras use now? USB? SD Cards? Other storage types (SATA, etc.)?
If you want HDMI input, then you'll need a USB capture device or an expensive PCIe HDMI capture card in a Thunderbolt enclosure. Do they have drivers that work with Apple Silicon?
