It seems to be. Though when I was testing during the most recent betas I wasn't having all data come through. Settings was showing that I had about 700MB of Health+Activity data, but at points Health in iCloud was showing 200MB.

I tested several times by having Health in iCloud enabled, setting up a different phone from a clean start, pairing an apple watch, and checking out health and activity. Not all health and activity data would be visible though. Activity would have rings for most days (but not all), it would have some achievements (not all) and zero workouts.

That is deeply concerning. Hopefully by tomorrow it will be fully operational and is just like "flipping a switch".

I know, this was on the last beta which I don't think really changed much when they went to GM. I'm curious to see if other people are able to try it and if they have better luck than I.

It's also difficult to test as when setting up a new phone you can see Health data, but you need to pair a watch to see the Activity app. With only having a single watch, removing and pairing with another phone becomes a length process.

Another tidbit - which I assume many people have already noticed, when you turn on Health in iCloud, it no longer is part of the iPhone's backup (similar to other things that are stored in iCloud, like Photos for example). Eventually to get all my health data to properly move to the second phone I needed to use going forward was to disable and delete health data in iCloud, let the iPhone do a new backup, and then restore that backup to the second iPhone.
