Where did u get this screenshot from if its a 6S feature only?There is a new setup process for Hey Siri to get Siri to recognise your voice for the feature. It requires 5 repetitions of some phrases so that Siri learns how you say Hey Siri!

I think if this were to happen, there would be a set up process similar to Touch ID where you would speak a series of sentences and the phone would adapt to the sound/tone of your voice and activate only to when you say "Hey Siri". Windows 10 has a similar feature with Cortana where it will only recognize your voice.
Also, it'll probably grab data each time you talk to Siri so it can even better learn your exact voice.
nope i'm not in siri when i use it, it's basically like "OK Google" on Moto X device or other Android device with Google Now. but if you saying it does it even when not plugged in, and on another screen/locked, that is a bug and not intended! that is what is new for 6s

Nope, not plugged and I don't have the 6s and not planning to get one. I'm just saying it's possible on the iPhone 6, not sure why Apple is making just a 6s thing.Unless you have a 6s you must have your phone plugged in to use Hey Siri.
