There is a new setup process for Hey Siri to get Siri to recognise your voice for the feature. It requires 5 repetitions of some phrases so that Siri learns how you say Hey Siri!

Oh, you have to go into Settings -> General -> Siri to turn it on and then the config screen will show.
Wonder why this isn't a part of the iOS 9 setup. Thought Hey Siri was broken. Why is it off by default?

s models only, as they have the always on M9 chip inside the A9 chip.

That was not my question. I asked how the OP got the screenshot without access to a 6S device!
Because that's how Hey Siri is set up on any iPhone now, not just on 6S devices.
The process the OP is talking about is available on previous iPhones, it is on my 6 Plus. The always on "Hey Siri" is iPhone 6s exclusive

but if you saying it does it even when not plugged in, and on another screen/locked, that is a bug and not intended! that is what is new for 6s
nope i'm not in siri when i use it, it's basically like "OK Google" on Moto X device or other Android device with Google Now. I'm not complaining I like the feature

Unless you have a 6s you must have your phone plugged in to use Hey Siri.
Nope, not plugged and I don't have the 6s and not planning to get one. I'm just saying it's possible on the iPhone 6, not sure why Apple is making just a 6s thing.
