No not specific to the HomePod. As I’ve said above, it happens on all of my devices which run a variant of 14.2 software.
I have exactly the same issue, looked to see if I’d left the shuffle on in the music app.
 
Apple rang me today and got me to install a Siri logging profile whilst I asked Siri to play various albums. They’re going to ring me in due course with an update. I’ll feed back here of course.
 
An update to my post above. I contacted Apple Support via Twitter, and they had me reset my HomePod, and the issue seems to have been resolved. It still stumbles over me asking it to play the latest album from Noush Skaugen when I ask for it by name (I'm not certain anyone outside her knows how to properly pronounce her name anyway...), but once it *finds* the album, it plays it in the proper order.

That’s good to know. How does it work on your iPhone? Assuming the wrong order? Did they want you to reset your phone too?
 
Siri starts every album at track 2 for me, then shuffled the rest of the album unless it’s an album downloaded in my library and I specify “Play xxxxx by yyyyy from my library”. I believe this began with iOS 14.2
