Of course they install Office on the in-store "try it out" machine. They are ready for those "anti-Mac" people who come in to browse but complain that they would not be able to use Office on a Mac.

"But, Yes! You CAN use Office on a Mac! Let me show you."
 
.... Makes me wonder if Microsoft is just trying to grow their user base?
I suspect it's not about "growing their user base" but rather it's about maintaining their user base.

I suspect that Microsoft has realized that offering various options beyond the 365 subscriptions enables them to keep many people from drifting off to various low cost or free apps. Lots of people have limited word processing needs and aren't going to pay for all of the add-ons and extra services that have dominated Microsoft "upgrades" over the past decade.
 
Office 365 isn't just the online stuff. it is just how the licensing works. you get automatic upgrades. it is still software that is downloaded and run locally as apps.
I know. But what we get is an offline installer for the Office suite and serializer than unlocks the software with our site license. We are not able to use a Microsoft account or any online features like OneDrive, online Office, or Teams. Without accounts we cannot use the full iOS/Android versions of the apps either. I work at a public university that is prohibited from storing data off-site, hence the restrictions we have on third-party services. I'm sure that our organization could find away around this that is still legal, but this is the system we have in place at the moment.
