I don't really think they can do something about it since it seems like it's just a bug that will hopefully get fixed in a future update. Just wanna save you the time to drive there.
They can haptic touch without Face ID unlocking the phone? Not going into the phone, just having the lock unlock while still on the homescreen. I have an 11 Pro Max and as long as the lock is locked, I can't haptic touch (but can swipe and view). And to be clear, I can haptic touch the message notification - however with the phone locked it just vibrates and pulses the notification.
I think it's a bug. On iOS 12, I didn't use FaceID to unlock the phone, I only used it for the App Store and password input. Haptic touch on the lock screen worked fine.
Now on iOS 13, I had the same settings and the haptic touch didn't work. Apparently, if you activate FaceID to "Unlock iPhone", it will scan your face, unlock the phone and allow you to quick reply with haptic touch. So, it needs to unlock first with FaceID and then it lets you take advantage of haptic touch, but it doesn't let you do that when the phone isn't even locked. Makes no sense, but it works that way, I just changed the FaceID settings so that it's turned on for unlocking the phone and not only for App Store.
