How do you install Bootcamp on second NVME drive on a Mac Pro 2019?

I just installed a 1TB Sabrent drive in my Mac Pro 2019, but Bootcamp does not allow me to select that drive.

1) How is that external formatted?
2) Did you mount the drive first before you started?
3) Did you follow a modern article like install Windows On External Drive for Mac?
