To the OP, and perhaps I missed it, what use cases do you have for the file system? Perhaps if you repost there are some that have found a solution to specific problems they can share.

I was thinking the same thing, but it looks like OP is long gone and we're left scratching our heads over his use case.

Filemaster "https://itunes.apple.com/us/app/filemaster-file-manager-privacy/id582219355?mt=8" works really well. The browser allows you to directly download videos and music files too. The app has the ability to connect to dropbox and most important cloud services. It has a windows explorer style look to it . Have been using this for the last 4 years and it has worked very well. Documents by readdle is also good for iCloud integration.

The problem I have with Apple is that they won't allow you to download or apply your own personal songs or ringtones on your phone...
I agree it's very difficult to add your own ringtone without using the iTunes Store. It can be done but you need a desktop or laptop with iTunes to do it to get it on your iDevice.

.....other than their Adobe policy but another pdf reader will work just find so that's a minor issue...

What do mean with 'their Adobe policy'? I love the fact that Apple iOS devices can open PDF files without the need of a separate app to open them (you can use that ofcourse but it's not needed). With Android you have to use a separate app to be able to show a PDF file.

NPlayer for iTunes less / conversion less vids
Pandora/AppleMusic/Saavn for music
GoodReader for PDF or other docs
FileBrowser by stratospherix for all other files

And yes I feel happy to know that any app on my mobile does not get free access to other app's files
