All iPads How old of a used iPad is worth buying for casual use?

I recommeng getting an iPad with a chip no slower than an A12, which would be 2018/2019 vintage, depending on the model. I have a Mini 5 with an A12, it still runs very well on iPadOS 16, and will probably get at least iPadOS 17.
