get a developer account, get xcode, register you dev with your account. search the web, easy to find old signed version of iOS, hell I have kept every version for my iPad for the last 3 years, i can downgrade to any.

Are you sure?
Does it matter which devices the signed iOS comes from?

It primarily matters if Apple is signing a version still. And for most devices it's generally only the latest version that is being signed.

So if I have a developer account, is it possible to downgrade through conventional means?
It seems like a pretty sensible thing to allow developers to do.

Developer or not, it only works with the versions that are signed by Apple at the time, and most of the time that's basically the latest released version essentially.

so if they upgraded once, they're ****ed?
****.
Again, there's no way to downgrade. Given that the vast majority of users upgrade their iOS devices, there's little need to keep more than a couple of versions around. (According to Apple's stats, only 9% of devices are using anything older than iOS 8.)

yes, i agree that anything older than iOS8 at this point is not really worth caring about (those users aren't the ones who are actively using their iPhones), but it would be really nice to have the ability to test iOS8 more easily.
i wouldn't have upgraded to iOS9 if i had known about the inability to upgrade.

Inability to downgrade has been something that is part of iOS and iOS devices since a long time ago.

I believe developers can run the simulator for older iOS versions

Does anybody know which operating system is preinstalled on the new iPhone 6s? Is it still ios 9.0.2 or does the shop where you buy it update it to iOS 9.1? ..since downgrading is not possible anymore

Depends when they were manufactured (ie ones made after 9.1 will have 9.1) but pretty sure the shps don't upgrade them if you're buying them sealed. Whether they have older shipments still I don't know

Well, there is an iOS 8 simulator you can download from Xcode settings, but I'm not sure if you would want that.
