I had an "update available" prompt a few days ago with options for "Now" and "Later". I tapped Later and it asked for my passcode "so that it can install it overnight" (or words to that effect). I had to tap a comparatively small "do not install" option.

I suspect that people aren't reading properly and are scheduling the update instead of cancelling it.

Perhaps, but there's also a quote that goes something like "never assume malice when something can be explained by incompetence". It may not be deliberate. Then again, maybe it is!

In any case, a prompt for your PIN is probably a good warning that you're doing something that you may want to think twice about.

10/10 Update - The 11.0.1 update that I downloaded in error was deleted and I received a message to download and install 11.0.2. I pressed ignore and so it showed a badge notification on my "Settings" icon. I then powered off my phone and back on, which got rid of the badge notification. The only thing I have now is a badge notification on Settings/General, which is fine with me. I also called Apple support and they said an update cannot be applied without approval of the phone owner. I think the confusion may come from a message displayed when a user selects "Later" it ask for your lock code (which I guess is considered owner authorization) and then downloads and applies the update at a later time.
