Best I can offer is to maybe check Finder preferences and see if there is a checkbox to show devices in the sidebar that you don’t have checked. Also check the Go -> Computer from the menu bar. My devices show up there as well.
I'm running Catalina.... I can see my devices on the Finder but I can't upgrade them to iOS 13....
You have to download the IPSW file from your developer account first. I haven’t figured out the next step though.

I would recommend that you report it as a bug and wait for a future release. You might also find better support in the Official Developer discussion boards. Unfortunately it's too early to be able to identify every troubleshooting scenario.I can’t find any of my devices either
If you are still on Mojave, you need Xcode and then install it manually... if you are on Catalina.... you need to use the Finder (since there is no more iTunes) but I can't make it work... Im installing Xcode now and I will post any result.
Could you elaborate?Ok, it took me some help from someone but I finally got mine to load. I had to turn off find my iPhone first. Then, hold down the OPTION key while you hit "Restore iPhone". that will bring up a window where you point the computer to the IPSW file.

If you have the new Music app open, try closing it.....You guys are so lucky. Nothing is showing up for my devices! WTF!!!
Music app on macOS? It’s closed. Although my Mac detects my devices because it shows up there but not on Finder...If you have the new Music app open, try closing it.....
