You can use an Apple TV to stream to a TV and the box connects via hdmi.
Airport express is a different thing, I don’t think it supports AirPlay.

Third gen ATV at least supports full HD and Airplay. Either that or something newer.
It streams audio and video to the ATV. I never tried to just stream one of the two elements.
Depending on the type of content you’re trying to stream and the app you’re going to use, firetv can be a cheaper option that also supports 4K output and can be used as an independent device without casting in most cases.
I am saying as a combination, lets say if I watch a Movie using Apple TV 3rd Generation and I am streaming it from an iPad will there be in any delay in the Movie like dialogues not syncing with the Lip Movement etc...etc..

Apple TV isn't all that expensive. Would be worthwhile for all the functionality you're wanting.
Guys there is one more way to stream Video and Mirror your screen to a Monitor. I am surprised none of you guys spoke about it !! It is through Chromecast Dongle. Even that way you can achieve this, at a Fraction of Cost what Apple TV costs ! And plus with Chrome Cast in that Price I get the Latest Hardware, not like Apple TV if I dont have the Budget I have to compromise on anything like buy Gen-1 or Gen-2 or so on...which with Apple TV if I go with older generations I might have to accept some outdated Hardware in it.

I'm just a little surprised that you'll spend money on a high end iPad like the Pro, but find Apple TV too expensive. To me, staying in the Apple world makes streaming seamless and so much easier. . With Chromecast, no easy access to iTunes for steaming or casting. No AirPlay. Is it worth it to save $100 or so? I guess so.
At least it doesn’t support an ad company. This is not a tech shop. People here will provide options they likely have experience with, not list every more or less available option on the planet.
Besides those who can afford an iPad Pro likely can afford ANY Apple TV.
