It is really strange that deleting the main drive (Appl_SSD etc. ) didn't fix the problem. If I had to guess, I would say your firmware may be out of whack (from what the previous owner did) and that is what is causing your system to get stuck. Unfortunately, that is where the Configurator app would come in handy.

If you call Apple, they will want to charge you for the phone support and I don't think they would be able to get this going without hands on. Is there a local Mac shop in your area?

Two things. First don’t buy used when it comes to macs if you can help it. I bought an M1 recently from eBay but it was factory sealed new so I obviously didn’t have any issues setting up and updating. Secondly if you do buy used, buy from a female. Women are less likely to tinker with their computers and screw things up.

Apple has never charged for phone support. What on earth are you talking about?

Is it possible you could download Big Sur instead?
Also, I see that it is still possible to install MacOS via USB, I would recommend you try this way instead.. I found it to be more reliable.

note: if you don't have a mac, you can still make a bootable USB with windows or linux via gibmacos.
