Happy people generally don't give feedback.
The 217 people who gave it five stars disagree.

I think the extreme opinions come either from fanboys ("ermagerd El Capitan is so purdy FIVE STARS ! ! !") or from people who are pissed off about one particular aspect ("my folders won't stay on top"/"how the hell do I work with a RAID now"). I'd rate Yosemite 3.8 and El Capitan 3.6 (not really, but giving an example) – as far as App Store is concerned that means four stars. In other words, the ratings are 100% useless. Perhaps some of the comments would be useful.

The amount of people using a Mac disagree with all of you here and so do the numbers Apple gave. When you add all of the numbers you see in the Mac App Store you get nowhere near those numbers. If I add the numbers in the Dutch app store I don't get near that 217. There are far more users out there. I know because I worked for a company where we issued hundreds of Macs.

Going by the numbers in the Mac App Store is just extremely silly. If we look at the amount of Macs running El Capitan then the amount of people who gave feedback in the MAS is far less than 1% (a few hundred vs a couple of million). The words "negligible" and "insignificant" come to mind...

BTW, I am quite sure that if OS X rating were up in the beloved by many SL days, it would also get quite bad rating on average. I'm pretty sure many of the people who lost their data due to the SL upgrade bug would be inclined to give it a bad rating and I myself was very annoyed at the constantly crashing Safari and Mail back in those days. So yes, App store ratings for OS X don't paint a precise picture. A better idea of overall satisfaction is the OS adoption (people who really dislike it tend to go back or not update in the first place). And 10.11 became the most widely used OS X around mid January — thats 3.5 months after launch.
