everyone’s opinion is formed by their own personal experience...
having said that,

Avoid all Microsoft Surface devices
Consider the Dell XPS
Seriously consider the newest possible business-model ThinkPad that fits your budget. They’re built like tanks, last forever, and most components are user-serviceable/replaceable. you could find a used model in near-mint condition for far less than $1000 that will be more than adequate for your needs.

What's wrong with the new surface laptops?

A shorter answer would be to the question, "what's right with the new surface laptops?" :)

Microsoft's track record with their Surface line has gotten WORSE with each subsequent generation. I was a big fan of the first few generations. There were growing pains, but that was to be expected with any new line of products. But things didn't improve. Windows and driver updates would often break things as much as they fixed things. Months of trouble-free operation would evaporate when an update was applied that would cause issues with power management, keyboard cover, etc. And I'm not even talking about esoteric issues like coil whine on the Surface Book, or the underpowered AC adapter that is unable to power the device AND charge the battery during heavy loads.

The issues are real and pervasive. I don't say this with any glee. I love the look of the new Surface Laptop and would seriously consider buying one if the quality was on par with the price. Given Microsoft's track record and the non-repairability of the Surface Laptop, that makes buying an extended warranty a "must" (adding to the cost of the device). I never buy extended warranties so the fact that the Surface Laptop needs one, makes it a non-starter for me.

My current setup isn't working out, and I need to buy a windows laptop to run certain software. I understand I can run my MacBook pro in boot camp, but it just isn't practical for me to do it full time.

Looking to spend around $1000. I have always heard good things about dell xps 13. Aesthetically I like the Thinkpad it is cool in a old-school way. A lot of sites seem to recommend the surface laptop, but I will be damned if I buy a suede laptop, that is the dumbest thing ever.

Any other ones I am missing? Looking to get out as cheap as possible for passing performance. This will mostly be used to run antiquated software that takes little to no power, and to keep me entertained in hotels.
Try Parallels VM??

I can respect if someone is concerned about Lenovo and security. I have concluded that for myself, the risk (real or imagined) is acceptable. But we all must do what we feel is best for our situation.

Time, because it rules EVERYTHING!
Lenovo of course are the off spring of the legendary IBM Thinkpad range, HP seem to have taken over in big business in that department I think.

I wouldn’t spend a fortune like on a Surface, get an Lenovo or Dell, use a Mac at home then?

No love in this thread on Surface, but I personally love my Surface Pro. I bought it at a Microsoft Store and had great support there. I sunset my Mac home computer and Windows laptop when I got the Surface. My goal was to add tablet ability and pen based note taking, and love it. I've never been an iPad user other than occasionally picking up my wife's. You can't beat it for travel. I love being able to use it through takeoff and landing when everyone else has to put away their Macbooks.

If anyone cares I ended up with a Lenovo yoga 910. Windows resale value is terrible. It came with a receipt $1300 last year, and I got it for $450.

Was pretty close to just buying a entry level xps 13, but this fell in my lap.

Pretty nice machine so far. It is doing it's job well, and I must say I think it runs Photoshop better then my 2015 Macbook pro.

Still really do not care for windows at all, but it is less relavent these days because I do the majority of my computing on my phone.

Was about to suggest Lenovo 920. My husband bought one around Christmas for $1099 (including pen) during Best Buy sale to replace his 2012 13” MBA and is really liking it. He had bought a MBP and then played around with the 920 at Best Buy and decided to return the MBA unopened. A very nice machine. He doesn’t have additional expense of buying Parallels and Windows now to run his accounting software for his business so it was a good switch for him. I’m considering the same for my 2014 MBA.

Did you make a decision yet?

My .02 is consider the HP Spectre X360; mainly because it's got two Thunderbolt 3 ports, similar Apple Build quality, and turns into a 13" 4K tablet easily. I am a Windows QA engineer and have used many PC notebooks. The Razer ablade Stealth is great; but fully check the build quality. XPS is the only line PCs from Dell id consider. I think the model of PC really does dictate. How satisfied one will be with their computer. Having been a Mac user my entire life, in 2015 I made the switch to PCs. It aligns more with my vision. I mean, the thought that Apple doesn't create a 2 in 1 instead making one buy an iPad Pro + MacBook Pro to get a similar setup was disappointing. I absolutely love carrying one device where I used to carry 2+.

Lenovo X1 Carbon is a nice laptop.

I had one at work since 2013 and only upgraded last month. It was a bullet proof laptop. Never had issues with it and it was always dead silent when plugged into a USB dock with two 1440p monitors.

My new work horse is a Dell XPS 13 and it's uterly gorgeous. The top and bottom are metal and area around the touch pad is rubberised plastic. A big bonus is the high resolution touch screen panel. While I was sceptical it's super responsive and in some situations it's quicker to use it than the trackpad.

Any place but here or there....
Haven't read the rest of the thread beyond the OP's query, but I would advise skipping Acer laptops. Thankfully, I need it for a specific task and it performs it okay; but I've had graphics and other lag/glitch issues since the Creative update -and unlike Macs- I know nothing about about trouble shooting Windows 10.
