You are right. I got my first notification yesterday when DataMon reminded me to reset the usage at the beginning of the month. It just showed a quick banner and did not disturb anything.

As for rating apps I stopped doing it because many apps I rate don't even show a review days after I post it. I love the TuneIn Radio App and I rated it a dozen times yet only about half my reviews showed up. The last three I posted did not even show up. Yet stupid rants about them losing the CBS stations showed up in droves bringing down the ratings. Same with the new AOL Radio app I rated it four times and nothing showed up. After I reported a problem and typed why my reviews were not showing up the last one I posted did show up. What annoyed me was all the trolls posting how they lost there local stations drove the app ratings down to one and a half stars.

So as you see I don't mind rating apps if my reviews actually show up and if it remembered that I rated the app and it should not pop-up saying to rate it. Since it does not do this I don't bother rating apps anymore.

To end users:
Please rate the apps you use. Unrated apps (especially good apps that don't have a huge advertising budget) don't get downloaded.

In other words - fair's fair. Convince us to not put in the pop-up to remind you to rate it by remembering to rate it.

I already paid for the app. I have absolutely no obligation to do anything else for the developer at that point. I will use the app as i see fit and that's that. If the app is good, i'll rate it. Otherwise i wont bother.
