I'd be shocked if it was fixed as Apple has had numerous chances to fix it and haven't, so my assumption is they'll fix it by ignoring it as the problem only affects older devices which Apple is no longer selling.
 
I don't know if it's the same problem but two days ago I had to re-enter my login details for iCloud for all devices (iphone, ipad, Macbook Air and Mac Mini).

I first noticed this, other than the popup messages when photos taken on the iPhone weren't being copied to iStream.

Rebooting the iPhone after entering details fixed it.

It also wiped data which some apps share on iCloud. Thankfully there were backups on local HDDs which restored (most of) the data.

Personally, I'd much rather use a local attached storage on my network which as internet connectivity such as the various Seagate and WD models as my cloud storage, but neither Photo Stream nor the other apps that I use which ONLY use iCloud offer this option, except for one, Day One diary app. But I use Dropbox for that.
