I believe is iCloud photos fault that happened after I turned off iCloud photos and then turned back on but right now I don't have any photo in iCloud.
Did you do what I suggested though - check on iCloud.com? Leave the window open for a while, it doesn't update instantly.

I checked iCloud.com and it says that I have 28 days remaining to have a complete copy of my photos and videos but I don't have any photo or video in iCloud

May not be much help, but u do know any stuff u are 'activity' syncing to the cloud will appear as "used space" but will not appear in icloud drive until after its fully uploaded of file.

eg... if u upload a large photo, it will be added to the "usage" but it will appear in the cloud until after it has fully syn'ced

not like dropbox, where activally sync's files will appear instantly.

Once more thing, I would go to the settings page on the iCloud site (https://www.icloud.com/#settings) and on all the devices listed, go to iCloud settings, manage storage, and tap "Disable and Delete" in the iCloud Photo Library section.

Do you have any more devices shown on https://www.icloud.com/#settings than you actually use?

After doing that, if the rogue data persists, I would set up a new iCloud Photo Library on all your devices with a handful of photos, to see if this will reset the storage counter and/or clear the data that shouldn't be there.

Failing that, a call to Apple support it is. (Rather you than me! :p )

I'd suggest you check your iCloud preferences for whatever is backed up automatically.

There maybe a way to restore some room by renting a movie on iTunes.

Probably was the photos in icloud because that happened after I turned off icloud photo and tuned back on

Im going to try hopefully this work because photo in icloud was who make the mess I had 0 photo 0 video and ir was taking 1gb of space that why I turned off and when I turned back on that happened. I was trying to figure out how 0 photo 0 vide were taking 1gb of space
