Downgraded to Sonoma 14.7 with Safari 17.6. The tabs are syncing on my Macs automatically again. Let me know when Apple gets it together and patches this yet again :)

Same here. I've got zombie tabs coming back and none of my four devices want to stay in sync. Force quitting will get most of what is live on other devices to update, also bugs me that the tab order is no longer maintained. Just a complete mess. Way to mess it up Apple. And I'm on 18.1 Public Betas as well as 15.1 Public Betas and still broke.

I managed to kinda solve it by setting up a new profile and named it as default. It works perfectly so far and I've left the personal profile Safari comes with behind. The sync is perfect and iCloud tabs works perfectly without needing to quit app to refresh the list. Give it a try
 
Ive gone ahead and created a profile to test this out. Moving over the bookmarks was easy enough. Tab Groups are connected to Profiles so those don't move over. Not a big deal, mostly I use those as a bit of a backup of tab groups for a project or something so can always toggle back over to Personal since that can't be deleted to pull those up IF ever needed again and just start new tab groups moving forward with this new profile. I'm also not a fan of how it adds a label for the profile it the top menu bar AND connects it to the Tab Group Icon. You can either live with the label for the profile OR just not have quick access to Tab Groups. Don't love that. As a work around, you CAN use a space to name your profile! So while the toggle is still in my menu bar for the two profiles, at least I don't see the text label. Kind of funny on iOS cause when you toggle at the top, it's just a blank bar. OH, and currently open tabs don't carry over to the new profile as well, so a just a bit of copy and paste to "move" from old profile to new, since I have a coupe tabs I always keep open.
 
I've started using grouped tabs since iOS 18. I find this is a fair workaround. But I also have noticed that my tabs are now syncing across devices.

Have you find iCloud tabs to be working after installing iOS 18?
 
I still have a Mac to add, but one Mac and two iOS devices and CAN CONFIRM, this process DOES seem to bring back the live updating of iCloud Tabs. I'll certainly submit this to Apple through the Feedback Assistant (hopefully that won't use that as ammo to break it in profiles as well...) My final gripe thou is for some reason, tab order has been broken since MacOS 15 and iOS 18. Previously, the order of Tabs in Cloud would match the order on the device, and multiple windows would do all of one window then the next but the order of the tabs would sync across. That is no longer the case.
 
I just tried creating a new profile on my M4 IPP and it didn’t work. Still don’t see any iCloud tabs. Is there another step I’m missing?

A new profile in safari right? You need to change to the profile you have created under the tabs overview. Click on it and you can see it in the top. To see iCloud tabs ensure the start page you have enabled the iCloud tabs section under edit.

Correct yeah. I’ve done both and still don’t see iCloud tabs in the new profile.
 
From my experience with this issue over the last few years, there's a number of ways that this issue can be "fixed", until the issue just crops up again...
