I doubt it can be blocked. With non-jailbroken iPhone, you can only get apps from App Store but with OS X you are not limited to Apple downloads. You can download and install any app you want from any site in the world. Steve could block it from Safari but there would be workarounds available very soon plus other browsers would support it anyway.

iPhone OS is controlled by Apple but OS X isn't and cannot be

OS X isn't controlled by Apple? And it won't be long until Apple introduces the iTunes-like app store repository for OS X.

Has Steve really ever said flash is bad? I have heard "buggy" but not bad. I was always under the impression he wasn't happy with the way it performed on the Mac and thus this performance would hurt the iPhone and iPad's.

He did he call Adobe "Lazy" for not writing clean code or something along those lines.

I have googled to see if I could find something about him actually saying it is bad platform or a bad program. If someone has a link please post.

This is the only post I can find:

About Adobe: They are lazy, Jobs says. They have all this potential to do interesting things but they just refuse to do it. They don’t do anything with the approaches that Apple is taking, like Carbon. Apple does not support Flash because it is so buggy, he says. Whenever a Mac crashes more often than not it’s because of Flash. No one will be using Flash, he says.
