Everything is faster and smoother on my X and iPad Pro. I can only speak to those devices, but so far I am happy with the upgrade. Some weird HomeKit issues were resolved for me as well. I don't need many changes to iOS at this point, just need a fast and reliable OS, which it is.

'Up to' is the key phrase here and counts for nothing. Once again, Messages was dragging it's feet this morning, taking about ten seconds to go from a blank white screen to showing me something.
 
Animations and scrolling seem faster/smoother on my iPhone 8. As far iOS 12 not offering much or being overhype, that is probably a result of the annual release cycle. There’s only so much they can do and the cycle forces them to come up with something, otherwise this could have just been 11.5.
