My iMac 2019 is randomly shutting down and sometimes have kernel panic where I cannot boot it up also. When I successfully booted it up and entered apple diagnostic mode it returns the error of ppf004 with error of ppf003 which is suspected to be a fan undetected error. The problem is checking with Macs fan control I can see that the fan is not running but the temperature of the computer is just like ~66℃ which means the computer should not be randomly shutting down due to overheating. Is there any possible reason the computer is having such issue? Many thanks.

Sounds like the fan has either
- failed (not running at all)
or
- has become so clogged with dust that it won't work right.

Either way, sounds like the fan needs to be cleaned or replaced.
