The only thing I suggest is if you can't get in touch with the "seller" is to use it as a paperweight and enjoy.
It's ok, as soon as I said I'd report it to police as stolen and say where I got it from I got my money back, thanks for the paperweight idea though.
Few things are suspicious. We need more clarity on this
If it was working, did you go to iCloud settings and enter your OWN iCloud username and password?
If you didn't do it and used it as it is, then the user may have re-locked it by signing into his iCloud account from another PC
Whenever you buy an iPhone off GumTree, or whatever dodgy sites, always perform a full reset by erasing all content and settings.
That option is under Settings -> General -> Reset -> Erase All Content and Settings
If it is locked to someone's iCloud, it will ask to enter that password before erasing.
This makes sure that you have iCloud unlocked phone at least.
You only buy the phone after performing the above step. I cannot stress this enough!! Very important.
Now if the original seller reports it as stolen, Carriers can network block it if all carriers have a common blocking IMEI registry. That is a different story.
We have never heard of Apple blocking iCloud by themselves.

I'm a bit too late but you can ask the one provider I use: Samunlocks, They do have multiple currencies on their website, I am not sure if CAD is one of them but wouldn't hurt to ask, very helpful.

It's possible. I recommended a service who are offering Japanese iPhone unlocks.
There is NO SUCH THING as an officialiphoneunlock!!! For it to be official it would need to be tied to Apple in some way and that is not the case.
I'am completly aware that there is no such thing, it is just a not so clever way to attract and deceive pepole however i was just simply quoting the website where i found my provider and where they "offer" an unlocking.

You can try theofficialunlocks services, their att in contract unlock price is 69$. As far I experienced they deliver the unlocks on prompt basis.
