Yesterday I updated from Monterey to Ventura.

Everything looked normal until I wanted to install some .pkg. Every .pkg I tried to install, I got the same error.

Has anybody experienced the same problem? I tried everything but was unsuccessful.

I'm attaching a picture and a log for more detail.

That's not a Ventura installer, it's for the Zoom app. Somehow there was a package mixup. Perhaps zoom did not complete its install? I would delete it or completely install it so it just works. Reboot and try the Ventura update again.

Zoom software is notoriously bad. They've done some very shady things in the past (like install secret server software) and I have no reason to believe that they've improved. This installation fail is probably because the system layout of Ventura has changed to improve security.

The problem is not with the zoom installer but with all .pgk files. I tried a different .pgk installer and got the same error.

I'm getting the same issue with several .pkg installers so it's gotta be a macOS issue.

I did a clean reinstall of mac os and it solved the problem. But there is definitely a mac os problem with an upgrade from Monterey to Ventura.

I have encountered the same issue with 2 fresh installations of Ventura with the following apps which all worked fine under Monterey :
— 1Password 7
— Zoom
— Microsoft Edge

Keen to see any resolutions to this issue.

I am seeing this with two packages--one of which I just built myself. Double-clicked from finder they run; using "sudo /usr/sbin/installer -pkg ..." they run. Executing installer from a script, they fail with that error on Ventura. (This script runs successfully on 10.13 through 12.6 on ~100 Macs...)

I have the same problem with two .pkg files.
I reinstalled Ventura but I have the same problem. I dont want to make a fresh install of Ventura because I have many Logic X plugins and is a hasle to reinstall them. Any recommendations?

I was facing the same issue that was mentioned above. Tried the below method and worked for me (on Ventura 13.0.1).
1. Right click on the .pkg you want to install.
2. Select "Get Info" from the option menu.
3. A window showing the info of the file will open. At the bottom right corner of the window you will see a lock button. Click on the lock to unlock the file.
4. Enter your password in the authorisation prompt.

And you are good to go. You can install the file successfully now.

Same problem. Packages fail to install. For me this happens if packages reside in the Downloads folder.
Installing packages from Desktop does not have this issue.
Opening the lock as suggested above didn't help. Only installing from out of "Downloads" folder helped.
What is wrong with "Downloads"?

I'm having this same problem on three different M1 macs all on Ventura 13.1. Cannot install any pkg files. I've tried the terminal commands and i've tried the "unlock" method, nothing works. Anyone figured this out?

Edit: At least for me, compared to a non-M1 mac (also on 13.1) where a pkg file DOES work, "Installer" shows up under the "Files and Folders" tab in the Privacy & Security pane (System Settings). The same is not true of my M1 macs where a pkg file does not work, and I am unable to figure out any way to add it or force the file to request permission.

I figured this out--at least for me. Effing Dropbox. Move the pkg file out of anything that is part of Dropbox (which, unless you changed things, includes Downloads, Documents, and Desktop). I moved mine to iCloud Drive and viola everything worked fine.

SOLVED here... go to System Settings/Privacy & Security/Full Disk Access and check Installer app.
