Well, while it no longer causes the folder to reappear, any app that was in the location of where you tapped will still open due to the closing animation being incomplete if you tap fast enough while the folder is closing.Tapping on the center of the screen very quickly while a folder is closing no longer causes the folder to reappear. Like I mentioned, the folder doesn't reappear but if there's an app icon that was in the location of where you tapped while the folder was closing, the app icon that was tapped will cause the app to open regardless if the folder was in the process of closing due to the animation being incomplete, however the folder won't reappear.What I'm saying is that this has been fixed for me in this beta.
