Yes. Apple doesn't sign anymore 10.3.1 so we can expect tonight 10.3.3 update.
That literally means nothing. Just because they stopped signing a previous version does not mean a new version is out. They typically stop signing the previous version right when the new one is entering beta. So it doesn't mean anything.

The fact we got a watchOS beta this week means we won't get any finals this week. They never release a beta and a final of the same version number in the same week. The only way we get finals this week is if they watchOS beta is the actual final. But they seeded it to developers first.

Is this the last beta?
It may be the last beta, but its not the last build number as this is a beta build number as it contains a "5". The "5" translates to "not for public release".
