I discovered this issue this morning in iOS 10.3.3 while playing music using the built-in Music app. Reproduction steps are pretty simple:
  1. Upgrade your iPhone to iOS 10.3.3
  2. Start playing Music using the built-in Music app
  3. Wait for a notification with sound enabled to come in. Observe that music playback will pause to play the notification sound. Also observe that music playback does not automatically resume after the notification sound
  4. Attempt to resume playback from the lock screen. The play button changes to a pause button but no music is playing.
  5. Unlock the iPhone and resume music playback. Music is now playing.
This is rather annoying, especially the part about having to unlock my iPhone to resume playback.

Yes, it's a thing. I am seeing it. Be sure to provide Apple Feedback. Posting in the user forums won't get the attention it needs.
