To be fair, if anything was found in beta 8, they could still release beta 9 and simply release a day-one patch for the new iPhone's.
But, I do believe that's it.
Why bother release a beta 9 then? Why not just save it until 10.0.1 where they may find more things to patch in the next 2 weeks? just my thought.

Basically this. The new phones will be in people's hands within 3 weeks, and they'll have demo units on display running final software next wednesday when they announce it for the press to play with. So yea, at this point they've already packaged the final build and sent it through the necessary channel with kisses and hugs.The GM is done and loaded on new iPhones.

Messages apps are still pretty slow and buggy, lockscreen is buggy (for music playback, can't really scrub from left edge of screen without widgets view popping into place), dismissing Message quick-reply is really clunky and not smooth at all, Apple Music is still slow as hell from the lockscreen, some freezing and odd behavior, really odd locking sound, etc.Why exactly?

the reason why we probably got beta 8 was for security fixes from the iOS 9.3.5 update.
The last beta to GM usually has the most amount of bug fixes. Hence the long wait between GM and final beta. Remember. The betas we receive are 2-3 betas behind internal betas. When they seeeded beta 5 they were working on beta 8 internally. That's why it takes a few builds for bug fixes to reach developers.
