iOS 10 features not available on iPhone 6?

They will be available in subsequent beta. Don't worry. Of course, only some of them.
Only the small things relating to 3D Touch, like flashlight level and the quick glance at folder notifications (interactive rich notifications currently aren't on the iPhone 6/6+ but Apple has confirmed they are coming), EDIT: and raise to wake.

It's still not 100% confirmed to not be coming to 6/6+.
I can't tell from your response here: are you saying you recall someone asking Apple about this and Apple said yes, or are you conjecturing that to be the case?
I'm sure it was asked of Apple and there response was the feature would be avalible in later betas for the 6
I don't mean to be a grammar cop here, but I'm curious as to your choice of words. Why don't you say "I remember seeing/reading/hearing somewhere that Apple was asked this question and my recollection of Apple's response is that these other devices would get raise to wake. I just don't remember where I saw/read/heard that"? Because the way you are phrasing it makes it seem like you are speculating as to both the question and Apple's response.
You can definitely say I'm wrong because this does not have a source. If I'm wrong then that is great, but "raise to wake" would make sense on the newer devices because the Touch-ID is so freaking fast you fly through your lock screen before the screen is even finished brightening up all the way.

ITT: people saying Apple have made statements they haven't.
IF Apple would bring Raise to Wake to the iPhone 6 and 6 Plus, it would have to be turned off by default. The thing is, since these devices do not have a coprocessor that's always on, it can drain quite a lot of your battery. The M9 was kinda designed for this kind of features. Just like why Hey Siri works even when the iPhone 6s is not on the charger.

The M8 is always on though for things like the gyroscope and accelerometer that the Raise to a Wake would use. (How else does an iPhone count steps and flights of stairs all while locked and in your pocket.)
M9's only real exclusive is the Always On for the microphone so Siri can hear when you call for it. Pretty sure Raise to Wake isn't using the microphone to hear if you are picking it up from the table or wherever.

I don't believe that will come to the iPhone 6. The requirement is the same as that of Hey Siri, the M9 Co-Processor which only the iPhone 6s has.

I think the difference is because the M9 lives within the Processor, it is more efficient and can do much more because of that with much less effect on battery.

No, you don't have 3D Touch. You have a specie long press, a right click if you will.
Haha. You won't have 3D Touch. There is a tweak that simulates 3D Touch by looking at how much of your finger is on the screen...but other than that, it is mainly hardware that runs 3D Touch. Everything else though, you are right, once there is a jailbreak, you will get all that stuff...but that means you have to jailbreak, and if you are like me, I hate jail breaking.
So please tell us, how does it being in the 'processor' (I think you mean the SoC) make it more efficient? The whole point of these co-processors for dedicated tasks is they don't have to wake the processor (CPU) isn't it? So whilst the M9 might be more efficient I'm not really sure how that is through virtue of being on the SoC. it's not like they only just made these co processors efficient at their tasks.
