iOS 10 Message App Missing features

I had to FIRST disable "Reduced Motion", and THEN toggle iMessage off and on... so if you're still having trouble, try doing it in this order.

I've tried both suggestions while trying to get the effects to work on a friend of mines phone. Any more suggestions? Anyone else still not get theirs working?

Sorry to ask a dumb question, but are you sure your friend updated to iOS 10?

Not a dumb question. But yes he has and I can receive special effects from him. I think there are other people that also can't get it working.
