iOS 11.2 Volume Bug

Anyone one else experiencing a bug where the ringer volume goes down and mutes with the regular volume even though “change with buttons” is off in settings?
 
I just reported a bug this morning where my iPad, iOS 11.2, would not mute the volume through Control Panel. Might be related in some aspect?
