I think it's a great upgrade today and (unfortunately) will probably be a great upgrade for another year or more. And, honestly, if Apple surprises us, you can either hold off upgrading to the Mini 5 until you feel like you've gotten the value you want out of the Mini 4, or sell it and upgrade. Might it cost you a hundred or two? Yeah, I guess so. To me, the Mini 4 was such an upgrade that I'd be happy if it worked out that way. Hope it works out well for you and you enjoy the new Mini.

I don't plan to upgrade to IOS 12 & 13.
 
LOL & sorry. Reference to a race of cyborg-ish aliens in the Dr. Who series. I had this picture of something like iPad implants in our chests after iOS 11. :) That's 99.9% humor, though I do wonder, with the prevalence of things like chipped building passes and credit cards and ApplePay, whether we aren't on the cusp of some human implants. Our dogs have had little chips implanted for years to help identify them if they get lost (or injured).

Anyway, I think you're probably right. iOS 10 was more or less a tweak on 9. iOS 11 has a lot of additional functionality that appears to have negative impact on older hardware, and even if Apple gets 11 to run nicely on devices like the iPhone 6 and the iPad Mini 4, that might be the end of the road if you want decent performance. I bit the bullet a few years ago and updated my iPod Touch Gen 5 from iOS 7 to iOS 9 and it basically brought the iPod to a standstill. Once you load an app it's fine, but changing apps is more than painfully slow. That's ok, sort of, because of how i use the iPod Touch, but on a phone or iPad it would be intolerable.
 
Just upgraded my iPad Mini 2 from 10.3.3 to 11.1 and was pleasantly surprised. For my usage (mainly web browsing blogs and news sites, some youtube and Vimeo videos), it runs fine and remains responsive.
