Was wondering why I wasn’t getting the update. I skipped it and went to the next.
 
You can use iTunes recovery mode to install the latest official build.
But my point is doesn’t 12.4 come after 12.3.1? How can this be? When I went in to check for updates I found 12.4 and no update available. I have auto update turned off.

You're on the beta branch. When you are on beta, you don't see public releases.
As Banglazed said, remove the beta profile and restore via iTunes. It's been this way forever.

Question.... Sorry to sound dumb, but what is mean't by the 2 spoiler comments? I have an XR iPhone and am wondering if I do the update to 12.3.1 does it mean I also need to do some other form of update as well? If so where do you find the modem update that is talked about?
 
You're on the beta branch. When you are on beta, you don't see public releases.
As Banglazed said, remove the beta profile and restore via iTunes. It's been this way forever.

It just hides the information so the wiki doesn't look too cluttered. Modem firmware comes with each iOS update and no one knows what changes they contain. Carrier versions can be updated OTA automatically without an iOS update and are pushed via carrier, otherwise they come with iOS updates. There's nothing else to update.
You can find the modem version in Settings-->General-->About
 
Is in this version the ram management better, in the Xs Max?, because in the last two version if I open Instagram, the go to twitter and the Settings, and open Instagram again it will be restarting the app, sometimes the system keeps 5 apps, and sometimes you hop from 2 apps and one of those reopens and its frustrating.

That is a thing with Instagram. It even reboots when you merely tab out and back in here (probably on purpose to refresh posts).

Thats because there is no issue with battery life and iOS. Also release note bullets never list all the changes included in the update. If you are expecting a bullet that says "Resolves issues with poor battery life" then you will only see that when there is such an issue to be resolved. :)
 
I don’t like this version. I have a lot of freezes in apps, the keyboard freezes again and sometimes when I’m opening an app the iPhone restarts.
