The new AirPods require watchOS 5.2. So it looks like we have entered the "devil's advocate" scenario. Those with new AirPods can't use them to full potential with their Apple Watch.Except that it was clear the ECG feature would not be active when 12.0 dropped. "Later this year", I believe was the terminology. Happy to acknowledge if I turn out to be wrong, but I don't think so.

You know, it may be that WatchOS 5.2 is delayed due to regulatory approval for the ECG in the UK and elsewhere not being quite ready. It is such an otherwise inconsequential release, I can't think of anything else that would hold it up. See! I'm coming around to your theory. There will still be a significant announcement, likely via a local event (where's Tim Apple today?) and a press release.

Since the event was geared toward media and they had booked all the talent to appear, they were stuck once they sent out the announcement of the event (and likely well before then). Government agencies not always the best at meeting deadlines. I'm sure here in the US, the FDA was told by "top people" to get it done in time for Tim Apple.
