I don't foresee a release this week now with Mojave getting another beta. There is a slight chance that Mojave stays in beta for another week and we get 12.4 this week, but that has only happened once in almost a decade, so very unlikely.

The App is working fine. I noticed some error issues a few minutes ago on Apple.com before that "We'll be back" splash page appeared.

Cos mojave had a beta means we won't get 12.4 for a while as its still in beta :(
Apple has released macOS updates days out of sequence from a simultaneous iOS, tvOS, watchOS release in the past. IIRC, Sierra wasn't released until a couple days after iOS 11.

I'm cautiously optimistic that iOS 12.4 might come tomorrow, but with the Watch Walkie-Talkie vulnerability showing up last minute, it wouldn't surprise me if they've postponed the entire update cycle until next week to do some final testing of watchOS 5.3.

macOS 10.x.0 always drops 1-2 weeks after iOS X.0 to prevent server strain issues. So, I wouldn't read into it much.
 
im guessing final release Monday July 22nd at the earliest based on the fact we got another beta this week for macOS.
 
I would expect beta 4 tonight of iOS 13. So not sure about 12.4. Was the Mojave beta a final build?

No one knows for sure. macOS beta 4 had an "a" suffix at the end but they still came out with beta 5. There might be even be a beta 6 who knows.
