Unbelievable, because it doesn’t happen running 13.1.3. Basically, Safari is useless unless you have just one tab open. Have two open and filling out a form on a webpage, be prepared to lose your data. Frustrating.
Even if no other apps are in the app switcher your safari tabs will reload when leaving then coming right back to them? Why not do a screen record so we can all see this issue?

Does it only affect the 11 series?
 
Is there any documentation from Apple on Deep Fusion in this release? Apple makes no mention if the feature can be turned on/off or if any camera settings disable it in their release notes . I find that odd, since a bunch of sites were saying that if crop outside the frame was turned on, it would disable deep fusion. Can we confirm?
I’m pretty sure it just activates automatically. I wish Apple would’ve given more of a way to tell if it’s activated, or made it a separate mode (like Portrait Mode).
 
Public beta 4 was the final build of iOS 13.2. So you’re on the right version. But if you really want to use the public release, then removing the public beta profile should let you update to it.
If beta 4 is the same version why is everyone so surprised that things haven't changed (for the better).? Like safari reloads, email etc.

Because we all hope that Tim Cook is doing his job and providing a stable and reliable system. But instead, he is all "excited to have us" and "thrilled about the experience" we users get with the new iOS. **sarcasm_off**

Just tested it now with nothing in the app switcher. I left it for a minute or two, then Reload. iPP 10.5. The feedback in the beta app says they have 10 or more similar reports, so there are folks who have the issue and reported it. Screenshot will be difficult to get. Will try a screen recording later.

So is the stuttering between home screens actually really gone now?

Are your phones heating up with light usage?

Is the iMessage photo indexing bug fixed?

Standby battery drain fixed?

Apps crashing? Ram management in general?

I’m still on 12.4.1 with my 7 debating jumping on 13. Wondering if now is the time... I really want dark mode!! But not sure if the remaining bugs are severe enough to keep holding off..

I can see your point. It's an update for those who are maybe using earlier iOS Versions, for those on the beta train it's not really an update at all.

And for those on iOS 12: stay the hell with iOS 12 until iOS 13 is fixed. Otherwise the only "great experience" will be the feeling when you made the decision to throw the phone onto the next wall or flush it down the toilet.
 
After updating iPhone 11 TMobile (from last beta, deleted profile) I get “ultra wideband update failed”. Reboot does not fix it.
 
my announce messages with Siri is not under notifications any more can't find it?
 
Not seeing the safari reloading bug on my iPhone 7 but haven’t updated yet. Is this supposed to be pretty common?
 
any ideas why announce calls with Siri isn't in notifications, it was in beta 4 just done a DFU restore and now its not there?

Wasn’t much help in a solution

A quick Google Search brought up some articles from numerous sources and a few ideas how to solve it, for example:

"According to them, they simply placed their iPhones on DFU mode and restored their iOS firmware. They also restored their iTunes backup and iCloud, after doing those steps; they revealed that they were not able to see the error message once again. Several other iPhone 11 users shared that the said method was unsuccessful on their part and have to visit the Apple Store to get their iPhone replaced, which suggests that it could be due to hardware failure."
