iOS 13.3 includes improvements, bug fixes and additional parental controls for Screen Time.

  • New parental controls provide more communication limits over who their children can call, FaceTime, or Message
  • Contact list for children lets parents manage the contacts that appear on their children’s devices
Apple News
  • New layout for Apple News+ stories from The Wall Street Journal and other leading newspapers
  • Easily like or dislike stories with a tap

  • Stories from Apple News are now available in Canada in English and French
  • Continue reading with links to related stories or more stories from the same publication
  • “Breaking” and “Developing” labels for Top Stories
This update also includes bug fixes and other improvements. This update:
  • Enables the creation of a new video clip when trimming a video in Photos
  • Adds support for NFC, USB, and Lightning FIDO2-compliant security keys in Safari
  • Fixes issues in Mail that may prevent downloading new messages
  • Addresses an issue that prevented deleting messages in Gmail accounts
  • Resolves issues that could cause incorrect characters to display in messages and duplication of sent messages in Exchange accounts
  • Fixes an issue where the cursor may not move after long pressing on the space bar
  • Addresses an issue that may cause screenshots to appear blurry when sent via Messages
  • Resolves an issue where cropping or using Markup on screenshots may not save to Photos

  • Enabling/disabling Cellular data while on home screen still shows incorrect status in Settings.
  • When a bluetooth mouse is connected, dragging apps from the home screen into split-screen multitasking becomes impossible (since 13.0, used to work fine in early 13.0 betas). work-around: disable assistive touch, turn off the bluetooth mouse, and reboot the iPad. id: FB7460912
  • Mail Sync issues with push notifications, but mail needing to be pulled when opening mail app - Since iOS13 Dev Beta 1

  • When using a bluetooth mouse under iPadOS:
    - cursor occasionally moves to the center of the screen by itself. After it happens once, it will keep happening every few seconds. Workaround: turn off the mouse and turn it on again → This seems to have been solved around beta 4. The cursor occasionally still gets moved to the center of the screen, but it now happens rarely. More importantly, when it happens, it does not keep happening, so the workaround is not needed anymore.
    - cursor stutters, occasionally a lot, even with powerful devices such as the 2018 iPad Pro. → seems to have been solved around beta 4.

OTA yet? Deleted my beta profile and restarted my 11 Pro but I'm still not fetching the update.

Would that be a change to bring back the 7.5W charging with some wireless chargers that was disabled with 13.1? (I would think not)

Maybe, maybe not. They could have been more specific on that, but they are not, leaving us to figure out what they mean with that.
 
So I get this now,

Never seen this before.
